Are all Dual Pixel AFs created equal?

Does anyone know if the DPAF in different Canon cameras (both the stills and video lines) performs more or less the same or should we expect the lesser priced cameras like 70D to perform more poorly compared to the 1DXII or Cxx cameras?

I think it's much more useful with a touchscreen, like the new 5D. I seem to recall when the 80D was released, they said it was an improved version over what the 70D had.
