Ive bought one of these and maybe I've dropped a clanger !

Saw this on fleabay and it looked so promising and so I bought it - only thing is according to my clamp man - the silver sleeve is an add on - there is no thread to add the clamp too ? I was hoping to have it hand held - not on a FF rail etc Its small and light - smallest of my scopes to date I'd like to get it to work in a simple way ..... any thoughts ? Its an elmoscope V1 I think...........
