If people are willing to indulge the transcoding to Premiere's low res proxies, that's a good way to go too.  I'd recommend it.  It's a robust feature.  Fast thumbnail scrolling is a nice bonus.  Accepting this step allows smooth editing on machines that are more than 10 years old.

Would you edit on an exlease office PC with a GT1030 in it?  No, but with the budget conditions... yes.

Same principle applies. 

Pick a monitor which matches the budget.
