Best pocket camera for the money?

I use the Panasonic S5, however I'm looking for something smaller without compromising the quality. Sure full-frame is not necessary at all. Zero importance for still, this is for video only.
My requirements are:
- the smaller the better, must be portable
- I can shoot at 4k 50p/60p without a sensor crop
- it comes with a kit lens with a reasonable zoom range, I'm open to non interchangeable lenses, feels weird not being able to swap lenses though...
- HLG 2100/HDR support
- decent low light performance
- optional: something that looks less of a camera and more a smartphone so I don't get stares in public (I shoot in urban areas)

I think the (APS-C) Fuji X-S20 is one of the smallest MILCs that can shoot 4k 50p/60p, but with a 1.18x crop (on the left, fitted with the small 15-45mm power-zoom kit lens, S5 on the right):

Panasonic GX850/GX800??

As all of these share Panasonic DNA it might be also easier to in a pinch have them act as a C Cam to your Panasonic S5 if you wish.

For the most cinematic results.

If you go even smaller, you have to make some compromises and go with a high-end compact camera... If you're doing that, it might be better to go with a high-end smartphone instead as the iPhone 15 Pro has an incredible codec now, and really good auxiliary lenses especially the 5x zoom.
